Unanimously approved by the committee, the bill on AI training data has cleared a decisive political hurdle ahead of its consideration on the floor.

Another milestone reached for the French bill on AI training data. The Senate Culture Committee unanimously adopted the bill on Wednesday morning, sponsored by Laure Darcos, Pierre Ouzoulias and Agnès Evren, aimed at establishing a presumption of use of protected content by artificial intelligence systems.

The rapporteur, Laure Darcos, presented an amended version of the text, incorporating the adjustments recommended by the Conseil d’Etat in its opinion issued on March 19. These changes primarily concern editorial clarifications and the scope of application of the measure.

“I was very honored to see this new text from the Commission passed unanimously,” she said, highlighting the political consensus achieved around this sensitive initiative. This unanimous vote indeed reflects a rare convergence among the various political groups on a subject that is nonetheless technically and economically sensitive.

This signal comes just days before the public hearing, scheduled for April 8. It reinforces the momentum initiated by the Senate to rebalance the relationship between rights holders and AI developers, amid growing debates at the European level regarding the transparency of training data.
