AgoraEU: Council Puts Independent Production Back at the Heart of the Text

In its « partial general approach » on AgoraEU, which is expected to be voted on tomorrow, the Council is attempting to reassure the audiovisual sector by reintroducing explicit references to support for independent production, co-productions, subtitling, and dubbing. Budgetary trade-offs, however, remain unresolved.

The Council is expected to adopt tomorrow its “partial general approach” on AgoraEU, the future European program set to bring together culture, audiovisual media, media, and civil society starting in 2028. This is an important step, but its name already says it all: the approach is “partial” because financial matters remain subject to the broader negotiations on the next multiannual financial framework for 2028–2034, which will not be concluded before the end of 2026 or even early 2027.
