AgoraEU: Council Adopts Its Position and Defer Budgetary Decisions to the MFF

The Council of the EU has adopted its partial “general approach” on AgoraEU, the future European program for culture, audiovisual media, and the media. While Member States generally support the Cypriot compromise, the most sensitive issues—separation of funding, governance, and the budget—remain pending negotiations on the next multiannual financial framework.

The Council of the European Union adopted this morning, as expected, its “partial general approach” on AgoraEU, the future program intended to consolidate European policies supporting culture, the audiovisual sector, media, and civil society starting in 2028. This position will serve as the basis for future trilogues with the European Parliament, once the latter has adopted its own line, which is not expected to happen before fall 2026.
