AI: Europe Doomed to Manage Its Dependence
Faced with the impossibility of competing with the United States and China on key AI infrastructure, a report calls for a paradigm shift: managing dependence rather than pursuing an illusory sovereignty. Sovereignty in artificial intelligence is largely a mirage. This is the central finding of a recent report based on an analysis of 25 national strategies: despite massive investments, most countries remain “structurally dependent” on a few critical control points (GPUs, cloud, models) dominated by a handful of players.
